Platform and Priorities

Nampa is more than just a place I live; it’s my home, where my family has thrived, where lifelong friendships have been forged, and the city I humbly seek to serve as mayor. I’m ready to lead us into a future that is not only prosperous but also fundamentally safe, vibrant, and enjoyable for every single resident, from our youngest citizens to our cherished seniors.

My campaign will be built upon the foundational pillars I believe are crucial to realizing Nampa’s potential and ensuring it remains the place we’re proud to call home for generations to come:

  • Safe and Thriving Neighborhoods: The safety and overall well-being of our citizens are, without question, paramount. As mayor, I will make it my highest priority to fully support and adequately resource our dedicated first responders who are on the front lines every day protecting us. I’m committed to working closely with individual neighborhoods to understand and address their specific concerns and needs, whether it’s improved lighting, traffic safety, or community watch initiatives, ensuring Nampa remains a place where all families feel secure and can thrive. I supported and will continue to support the use of CompStat in our policing strategy, the utilization of data to allocate and prioritize resources. I have a great relationship with Chief Joe Huff and many of the fine men and women in our department, and will do everything to ensure that our department has the tools and support necessary to protect and serve our citizens.
  • Sustainable, Thoughtful, and Strategic Growth: As Nampa continues its expansion, it’s crucial that we manage this growth thoughtfully and strategically. This means rigorously ensuring that our vital infrastructure — our roads, water, and public safety — not only keeps pace with our growing population but anticipates future demands, preventing strain, so we can maintain our quality of life. I will pursue the adoption of fiscal analysis in the city’s comprehensive plan in order to ensure that we carefully measure growth and its fiscal impact on existing citizens and our ability to maintain levels of service. We must measure the long-term fiscal benefits and trade-offs of different development patterns to ensure financial solvency and quality of life. We must also work diligently to ensure that our neighborhoods retain their distinct character and sense of community — and that our precious green spaces, parks, and natural beauty are preserved and remain assets for generations to come. This includes fostering responsible development that creates diverse job opportunities and strengthens our local economy, all without sacrificing the exceptional quality of life that defines Nampa.
  • Economic Vitality and Opportunity: My unwavering commitment extends to fostering a dynamic environment where every local business, from the long-standing family shops that are the bedrock of our community to innovative new startups, can not only survive but truly flourish. We must actively welcome new enterprises that bring fresh ideas, diversify our economy, and provide new pathways to success. While welcoming new enterprise, we must never forget our foundational agricultural economy. My vision includes aggressively creating and attracting a wide array of robust, high-quality job opportunities across various sectors, ensuring that Nampa provides good-paying, stable employment that allows all its families to thrive and build their futures here. This will involve strategic partnerships to encourage business startups, streamlined processes for businesses, and a focus on cultivating new entrepreneurs.
  • Transparent and Responsive Governance: Your voice matters. As mayor, I will host or attend meet-n-greets regularly, including attending HOA meetings across the city. I will work to ensure city hall is always accessible and genuinely responsive to the concerns, ideas, and feedback of every single Nampa resident. I’m committed to building trust between city government and its people through consistent, clear, and proactive communication about decisions, challenges, and progress. Accountability will be a cornerstone of my administration, ensuring that public resources are managed wisely on behalf of its citizens.
  • Enhance Recreational Amenities: Recreation is an important component to our health and quality of life. I will work to ensure that all generations of our residents have access to recreational opportunities to enhance their quality of life, whether it be pathways, ball fields, or simple open green space for residents to enjoy. I supported the collection and use of park impact fees to help build out both Midway Park and Brandt Park. I will continue to support future phases that include added ball fields and amenities. I support added connectivity of our pathway system and future partnership with neighboring jurisdictions for a pathway system that incorporates Lake Lowell as well as connects to the Boise River. I’m also committed to the need for added ball fields to ensure that our youth have access to opportunities for organized athletics. As a former youth and varsity coach, I’ve seen firsthand how organized sports contribute to the growth and well-being of our youth, as well as the community’s quality of life.

This campaign isn’t just about me; it’s profoundly about you the people, we the people. It’s about building a Nampa where citizens come first and everyone feels truly heard and genuinely valued. It’s about preserving our unique charm and tight-knit community spirit, while simultaneously planning strategically for a bright future that builds (rather than compromises) on our strengths.

I invite each of you to join me on this journey. Let’s work together, united in purpose, for a future where Nampa remains the place we proudly call home. I eagerly look forward to meeting many of you in the coming weeks and months, listening intently to your invaluable ideas and engaging in meaningful discussions about how we can collectively shape the future of our beloved city, a city founded on prayer, family, hard work, and careful stewardship of the land. Our foundation is our future.

Thank you for your trust and support.

Sincerely,

Rick Hogaboam, MPA
