




















Rick Hogaboam is a dedicated public servant and proven leader with a passion for serving his community. With experience on the Nampa City Council, as Mayor Kling’s Chief of Staff for much of her tenure, as the current County Clerk, and with deep roots in civic engagement throughout the community, Rick has earned a reputation for thoughtful leadership, collaboration, and integrity. He was nominated and elected as the current vice-chair for District 3 of the Idaho Association of Counties, which comprises of all the county elected officials from 10 counties.
Rick has been known for asking thoughtful questions, running numbers through his calculator, aggregating data in spreadsheets, championing transparency, and putting residents first. He brings a data-driven approach to decision-making and believes that good policy begins with active listening and accountability to the people he serves. He has a Master’s in Public Administration (top graduate in his class), and has earned many different certifications, ranging from project management to emergency management to executive leadership. He’s a graduate of Leadership Nampa with the Nampa Chamber of Commerce and has been a champion of local businesses. He has a track record of cultivating healthy culture and improving governmental efficiency.
Rick’s priorities reflect what matters most to Nampa’s citizens: safe neighborhoods, improved traffic mitigation, managed growth, efficient infrastructure, and preserving the family-friendly character that makes Nampa unique. He has built strong relationships with local and state leaders and is committed to finding innovative, cost-effective solutions to meet the city’s growing needs. He’s volunteered in local homeless shelters, as a Challenger League (special needs baseball) coach, and has been heavily engaged in the faith and non-profit communities, having previously served as a pastor and executive director. In his prior non-profit leadership, he helped facilitate the purchase of property and fundraising for the founding of The Nesting Place, a support home for pregnant women in need of stable housing and loving support. In the public sector, Hogaboam has extensive hands-on experience in all facets of municipal public administration. As the currently elected county clerk, Hogaboam has extensive budgetary and administrative responsibilities. Hogaboam also served briefly in the Idaho Senate as a substitute for Sen. Todd Lakey, giving him the unique distinction of having served for a city, as a legislator, and for the county in a constitutional office with judicial responsibilities. His experience includes not just each branch of government (legislative, executive, judicial) but also various jurisdictions (city, county, state).
A husband, father, grandfather, and proud member of the Nampa community, Rick understands the challenges and aspirations of everyday families. His vision for Nampa is simple: a thriving city that remains a great place to live, work, worship, and raise the next generation — as well as a caring community where neighbor helps neighbor.
